you're probably thinking of the Scanner Law, which in a nutshell states that if an item rings up for more than it's tagged/signed, they owe you the difference + 10%, up to a max of $5. There are some exceptions to this though, such as sale items, specials, etc. It also doesn't apply to someone fat fingering the amount tendered, which is what I presume happended here.
